Oh, the mayhem I can have with this little nugget.
small: This explains why the Reds haven't summarily tried to gentle every boy at birth or every man by 30.
big: If it takes an active link to the Source to slow, or to be stilled, then what about all those other attributes that sul'dam gain with use of the a'dam? Where do they come from? How did they get there?
bigger: Is it possible that those attributes are NOT directly linked to the Source? Could it be merely the exposure to the One Power that gives sul'dam that ability? What about a Warder? Could a same-sex non-channeling warder develop those attributes over time?
I need sleep now, I'll ponder this more later.
There are some channelers who have lost strength in the Power (Siuan and Moiraine), is this something that can be Healed?
You have to still/gentle them again, and then have them "Healed" by a channeler of the opposite sex...thats why when Nynaeve healed Logain, he regained all his power.
From Freelancer again. Moiraine promised Thom to tell the names of the Red Aes Sedai (who gentled) Owyn. Does she ever do that?
Yes. It's not onscreen but it does happen.

I actually asked that question to Maria, and Maria said no.
Really what I said is, "Do we want to do this, is this relevant?" She said, "No I don't think this is relevant, and it's not worth jumping through hoops."
Because there is nothing there that's going to, yeah.
That was what came of it. Now whether that actually means, is there any name you'd recognize, you might recognize a name, but it wasn't relevant enough to jump through storytelling hoops to get that on screen, to bother with it.
