The "other one" he mentions must be Mazrim Taim, and it is just a foreshadowing of how the the Black Tower will actually be split physically. This is how Taim will lose any support he has, because he can't build his little anti-Rand coalition.

Taim is one of the Chosen. When O'sangar and Aran'gar (spelling) were created, Shaidar Haran said that they were using suitable bodies they could find in the Blight. Around this time Taim got away from the Aes Sedai, he got lost in the boderlands and captured and taken to the DO. There the DO gave his body to one of the Chosen.
