1. DO can only reanimate people who wants to be resurected. He cant get up all the Aes sedai who dies to serve him.
2. Its hard to resurect. He cant just go on and resurect every darkfriend who dies.
3. He must resurect within a certain amount of time. He cant raise all the lesser Chosen, who died during the war of power.
4. RJ has the final word. He has all but promised Ishys return. In "The World of Robert jordans Wheel of Time".
