I'm trying to do the War in Kryta quest chain on all my toons, following the guide on the gw wiki:

However, I've watched the Trial of Zinn on almost all my toons before going to the Shining Blade camp for those dialogs, so I don't see dialog #3.
After dialog #4, I go to the Hall of Monuments to see the picnic dialog (since I've done the scavenger hunt on all my toons), but Thackaray doesn't show up. I go outside the Eye and only Thackaray is there, no other Vanguard. So I'm stuck.
However, I found an odd work-around to continue the chain. I go back to Temple of the Ages, and zone into the Black Curtain. Instead of the Reed Stalkers that have always been outside, there are now Peacekeepers. Now, I can go back to HOM and finish the quest chain - picnic dialog, then outside Eye for the Vanguard dialog, then I can get into the Lion's Arch keep.
Just wanted to post this in case anyone else was getting stuck after Zinn's dialog in the Shining Blade Camp.
EDIT: To get Thackaray to appear for the picnic dialog, I have to also get him to say "The hard part. I have to get the girl." after giving him all the items for the scavenger hunt.
