Yet...there's one thing that buggers me...
We learn that those who betray The Dark one dies the final death( LoC, prologue, Demandred's POV).
If she really is nakomi, how come TDO didn't kill her?

He just meant he couldn't resurrect those people.

It's really the most logical deduction.

Not trying to be impolite, but are you sure?
Lanfear tells rand that TDO can destroy your soul. I would really wonder why TDO wouldn't destroy the soul of a traitor.
Oh, we know that if someone goes against his will, he will spend an eternity dying and another suffering( LoC, Threads Woven of Shadow, Graendal POV). Or worse.
Why I am insisting on this is because Verin hasn't removed the oaths that bind her to TDO. Makes itr easier to track her soul down.

It's clearly Verin, I joined :)

Joined! Nice work, T! I also began to suspect Verin from the beginning of this scene and your rationale is nicely stated :)

I think it's timeline, not transmigration, resurrection or T'A'R, that allowed Verin to appear before Avi.

Yes. Rahvin had been balefired, which meant he couldn't be resurrected, and we're not sure exactly why Asmodean couldn't be resurrected, except that RJ said the Dark One couldn't transmigrate him because of where and how he was killed.
