Default Possible to learn weaves from books?

I ask this because, after rereading The Dragon Reborn, I get the feeling from what Moiraine says about "being more dangerous then before" near the end of the book that she learned Balefire while at the remote house with the two AS.

So that means either:

1. She found a book describing it and figured it out somehow

2. She learned it from one of the two sisters.

I want (1) to be true, but then that brings up a whole other slew of questions. Why did the AS lose so much knowledge, why didn't they protect more books detailing how to weave certain things, etc. But then if (2) is true, how do you think one of these sisters knew about it?
